Begin with the decision
Identify who will use the information, what decision they own, how often it occurs and what action should follow different signals.
Define the measure
A metric needs a clear formula, source, owner, refresh rhythm and interpretation. Shared definitions prevent meetings from becoming debates about whose number is correct.
Design the hierarchy
Lead with outcomes and exceptions. Supporting drivers should explain movement without overwhelming the reader with every available field.
Build the operating rhythm
Agree when performance is reviewed, who investigates movement and how actions are recorded. The dashboard supports this rhythm; it does not replace it.
Use this framework as a starting point. The right priorities depend on your operating context, data, risk and internal capability.
